WILMA TOWNSHIP BOARD OF SUPERVISORS’ MEETING, WEDNESDAY, MAY 6, 2020

Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present: Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, and Grader Operator Alden Shute.

Safe Meeting Standards: Glen and Paul explained safe standards for an in-person meeting, including everyone being responsible for washing their own hands; no hand-shaking; hand-sanitizer and paper towels provided; spacing out (two tables for the supervisors, and separate tables for the public); covering mouths when we cough or sneeze.

Meeting Record: Paul read the record of the March and April board meetings. Gary moved to approve; Mike seconded. Glen signed the last several approved meeting records.

ROAD REPORT: Alden did routine blading on almost every township road. He did ditching on Eagle Head Road and had to fix a washed-out culvert on Pete Anderson Road, the first culvert. It needs to be replaced and Alden will contact Summerland. Paul will bill New Dosey and Arna and Danforth.

Road Construction Projects for 2020: Alden would like to apply gravel to Mona Drive and Lost River Road. River Cabin Road has a bad spot just past Jim Otto’s; it needs rock and gravel like Little Tamarack Lake Drive did. He wants to brush every township road this summer, and then we can see if it will last three years or can go for five. Mayfield Road needs pit run in the future, but not now, for muddy spots.

Diesel Fuel: Alden said some diesel fuel is missing and not recorded and the tank is empty. Mike said it was a late night fire and he filled Big Red, about 33 gallons; the fire department will pay the town.

Road Inspection: Board set the date and logistics for the spring road inspection, Monday, May 18, meet at Duxbury Store at 10 a.m. Alden will borrow Paul’s measuring wheel and flag all the bad spots before the inspection. Glen was hesitant to carpool. Paul asked how we can have a meeting if we’re all in separate cars? Glen always keeps track of the mileage where the board says we need to do work. If we’re in separate cars, how will we know when to stop? Glen said he would drive but he wants everyone to wear a mask. Mike said if we do all drive separately it won’t be that big of an expense.

OLD BUSINESS: Tax-forfeited Land Sales in Wilma Township: The board passed a resolution opposing any sales of county land in Wilma Township and affirming that the public’s right to use these lands not be impeded or restricted but protected and we sent it to Greg Beck and to all the County Commissioners. Greg Beck sent the county’s response and said one parcel was already approved in 2014 and the Dollar Lake parcel is pending, and that there are still 1,288 acres of Memorial Forest in Wilma Township they don’t intend to sell.

NEW BUSINESS: Wilma Septic Administrator: Paul got a call from someone on Dollar Lake Road who have septic but want to enlarge their tank. Paul told them to call Denny Schlomka and Patrice; she said no one called her.

Filing Period for November 3, 2020 Election: Kelly Schroeder sent filing notice for all offices to be voted on 11/2/2020: From 8 a.m. Tuesday, May 19 until 5 p.m. Tuesday, August 18, 2020, including our District 3 County Commissioner. May file by mail to Pine County Courthouse until courthouse re-opens.

Mandatory Judge Training for 2020 Elections: Head Judge/Clerk, Monday, June 29, 9-11 a.m., Sandstone. Regular Judge Training: Monday, July 27, 2-4 p.m., North Pine Government Center, Sandstone.

On/Off Sale 3.2 Malt Liquor License: The board could not yet certify that Gary paid $100 for 2020 3.2 Beer License until he gets the business name cleared up with the state and county. It now reads Gary Vink, DBA The Duxbury Store. Gary said it’s not due until July.

MAT leaders and Minnesota Governor Tim Walz Teleconference call with Township Officers: Next Wednesday, May 13 from 4:30 to 5:00 PM. (Toll Free): 1 877 309 2073 Access Code: 742-048-701. Discussion on whether board members can be paid if they participate and how much. Mike moved that no one be paid. Gary seconded; passed. Everyone is free to send questions and listen in if they want. No one is allowed to speak but the Governor and MAT officials.

Treasurer’s Report and Claims: Patrice gave the treasurer’s report. Total bills for May $2,608, and she wants to transfer $2,600 from savings to checking. Gary moved to approve her report and to transfer the funds; Glen seconded. Patrice updated the total bills last month, $3,233. Gary moved to adjourn; Mike seconded. Meeting adjourned 8:30 p.m.
