WILMA TOWNSHIP BOARD OF SUPERVISORS’ MEETING, WEDNESDAY JUNE 7, 2017
Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, Grader Operator Alden Shute, and Eldon and Marjorie Schmedeke.
Paul read the record of the May board meeting. Gary moved to approve; Mike seconded.
ROAD REPORT: Alden did a lot of road grading in May: Eagle Head Road, Crooked Lake Road, Vink Road, Dollar Lake Road, Heller Drive, Tamarack Pine Drive, North Duncan Road, Fust Lane, Mink Farm Road, River Cabin Road, Kenny Peterson Road, and Schmedeke Lane, where he also tried to cut a ditch. Paul will bill Danforth for their half of range line roads. Mike said that Jeff Shute said Danforth is going to put a culvert on Jason Palme’s driveway, and he will ask Jeff if they can do the ditching at the same time and bill us half.
Alden had to replace the shins on the grader and Patrice used the township debit card to pay for it since they wouldn’t bill us. She will set up an account for them.
Road Inspection: Was Tuesday, May 30 and Jason Palme joined us for Eagle Head and Crooked Lake Roads, and we met Eldon who joined us for Pete Anderson, North and South Duncan Raods and for Schmedeke Lane. The Board agrees with Alden that the culvert on Mayfield Road should be dug up and lowered. Alden says there is room on the west side of the culvert to dig it out and then roll the culvert down into the new ditch. Alden is contacting Summerland Excavating and Lee Hessiners in Askov so we can spread the work around and not just use Hopkins. Mike said he has used Summerland and he is very fast and good. Alden said he is booked up for awhile, but all of them are now.
The board agrees that Eagle Head Road should be ditched on the west side to make a discernible ditch. Alden wants to clean out the ditches on Heller Drive where it is very overgrown. Pete Anderson Road needs ditching at the high spot about 2/3 of the way to the culvert. Alden said Arna already graded Pete Anderson Road once, although it is Wilma’s year on odd-numbered years. Mike instructed Paul to contact Arna Township with all the work we plan to do on Pete Anderson Road, including the big job of bringing all the washed out stone and gravel at the culvert back on to the road, and then probably spreading more gravel over the culvert. Mike said to give them Alden’s number as contact person.
Gary moved to approve the road inspection record; Mike seconded; passed.
Backup Grader Operator: Steve Menth is still interested and willing. He is on the road right now. He will work with Alden for training. Gary had said Steve may retire in nine months and he will be driving less in the summer.
County Survey of Schmedeke Lane: Eldon took the floor and said that if the County had moved Crooked Lake Road and Eagle Head Road 60 feet east, the board would have fought them all the way, but when they did the same with Schmedeke Lane, he feels the board was silent. He said their moving the survey line affected as many as 35 landowners, and most don’t even realize it until they try to sell their land. He also feels that with only 24 personal homes in our township that we cannot afford for board members to attend all the training and township meetings they do.
Mike told Eldon that Alden will be ditching Schmedeke Lane. He showed him the aerial photographs from the DNR that show that the bridge at the end of Pete Anderson Road is actually in Arna Township. Eldon said they had to detour around a swamp/.
OLD BUSINESS: Town Grader Hall and Fire Hall Roof Repair: Paul researched the old township records to see if there is any township/fire department agreement on maintenance of the grader and fire hall. The Fire Department was originally part of Wilma Township who appointed the fire chief and contracted for the construction of the new hall and disposal of the old one. The leaks in the roof need to be sealed and the inside ceiling needs to be patched or replaced. Paul took photos of the damage and posted notices on three sites for a contractor with his own insurance. He got one recommendation and will call them, and if they aren’t available, they may know who might be.
Township Records/Safe: Glen and Mike checked Sam’s Club website and found a good Sentry Safe #440499 for $398. Gary moved that we buy it; Mike seconded. It weighs 225 pounds and they will ship it for $137. Mike said he would pick it up at the Maplewood Sam’s and only bill the town $50 mileage. They will order it tomorrow when Patrice has the debit card.
NEW BUSINESS: Pine County Board of Commissioners Special Meeting: The Commissioners are holding a township meeting on local government issues and county-wide zoning, Wednesday, June 14, 6 p.m. Mike moved that Gary and Glen and Paul be authorized to go; Gary seconded; passed. Glen will pick us up at the Duxbury Store at 5 pm.
Summer Short Course: Is Thursday, June 29, Carlton, starts at 1 p.m. and goes until 8 p.m. Glen needs to have his Board of Equalization Certification renewed but he said he will do it online, since he probably cannot attend the short course. Paul will send in the application for Gary, Patrice and him. He asked Paul to research getting certified online.
New Plat Book: The new county plat book is available for $25. We can get it at the county officers meeting with the commissioners. Ours is 14 years old and out of date. Gary moved that we buy the new book and Paul can pick it up at the Commissioners’ meeting.
Assessment Contract: Bob Brewster has a new contract for 2018 assessments. Commercial assessments fees are due to county, $500. Gary moved to approve; Mike seconded. Contract approved and signed by Glen and Paul.
Town Hall Rental: Lucy Hager has sent a check for $75 for rental of the hall on September 23, set up on the 22nd for Starowoito Reunion. Gary moved to approve; Mike seconded. Passed.
Township WiFi: Glen said our WiFi is being used a lot by as many as 50 people, but they are not nearly using our full capacity.
Township Debit Card: Patrice asked if an emergency repair is needed or parts for the grader, if she could use the debit card without a board meeting. Glen said Alden does have the authority to buy or order parts at his judgment and if they won’t bill us, she can use the debit card.
Treasurer’s Report and Claims: Claims and bills for May total $4,390.36 and she requests a transfer of $4,600. Gary moved to approve the report and to transfer the funds; Mike seconded.
Gary moved to adjourn; Mike seconded. Meeting adjourned 9:30 p.m.
