WILMA TOWNSHIP BOARD OF   SUPERVISORS’ MEETING,WEDNESDAY, NOVEMBER 7, 2018

          Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the

Pledge of Allegiance.  Also present Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond,  Grader Operator Alden Shute, and Pat Story.

          CLERK’S REPORT:  Paul read the record of the October Board Meeting. One correction by Alden, to include Lost River Road for future gravel projects.  Gary moved to approve; Mike seconded.

          ROAD REPORT:   Alden said the roads have all been graded before winter and there are no issues. Crooked Lake Road:  Summerland put more gravel down and it was spread and graded.  Alden gave Paul the range-line road report for Crooked Lake Road for billing, pending Summerland’s bill.  Mayfield Road:   Alden said a few spots do not have enough gravel. He ordered a cutting edge for the grader but is waiting to install it, and the wing-arm chains are shortened.  He had the fuel-oil barrels filled with  #1 fuel 30% blend for winter. Schmedeke Lane:  Reflectors ordered for the end. Tamarack Pine Drive Damage:  Anderson Recycling was hauling scrap metal and big pieces from the Vink Ponds on Tamarack Pine Drive and did some damage to the road.  Eldon did one hour of grading, and he said he thought our $150/hour fee was excessive.  The board discussed it and said it is reasonable and told Paul to bill Anderson for 1 hour.  Alden said they aren’t done, but are done with the heaviest stuff.  Glen said Maureen Pallow complained that they blocked the roads and they couldn’t get through for work and school.  

           Looking Ahead for Roads:  Alden wrote up a long term plan for future work on our roads and Glen asked Paul to type it up for all the board members for our spring road inspection.            

          OLD BUSINESS:  New Fence-line by Hall:  Duane Glienke moved his fence-line about a dozen feet closer to the hall. Glen spoke with him, and he agreed to move the fence-line back, but so far it hasn’t been moved and it will be too cold soon. Glen will talk with him again.  

            Town Hall upgrade:  Drilling Electric has completed their work at an estimate of $5,500 and brought electricity and lights and heat to the outhouse, but have not billed us yet, waiting for the electrical inspection.  They installed a new 100 AMP service load center with trenching, stage lighting and stage riser outlets. They won’t rewire the fire department electric grill so the plug fits in the upgraded 220 outlets, but Mike said he can get an adapter and do it.  Outhouse Insulation: Mike finished the ceiling and insulation of the outhouse, and with the new heater the building stayed warm during the election.  Door is locked and key on wall by door.   

          Insulate Hall:   The board voted in October to hire Up North Insulation to put down fly-repellent insulation  12” deep, R42 value, for the estimate of $1,750. They would also spray the exterior of the building with a fly repellant insecticide for $162.  Pat said that he sent Paul and Glen another estimate from Retrogreen Energy to do the job for $3,750, but with an R50 value. Paul said he found an estimate left in hall on a table and thought Pat had left it; Mike said this was his estimate from Up North and he’d been looking for it since FallFest. Pat asked if Up North will put in a vent and will insulate the slopes. Mike said yes, but it may be a little more than $1,750 for the vents. Mike asked if the board had also approved the fly eradication spray program for $162. Glen said not yet.

             Stage Area:   Board voted in October to have Mike sand the stage area and then seal and poly it. Mike said the fire department can get big utility carts for the grills so we can move them easily, and the fire department will get rubber mats for the floor so those making pancakes can stand for hours.

            Wilma Fall Fest:   Was Saturday, October 20.  May have been our largest turnout ever with KarJackers karaoke and great food and conversation. Procrastinators couldn’t play that date this year.

            Snowplowing Fees:  Due tonight. We already have snow.  It was published, put on the website, and posted at the hall.  Fees same as previous years. Glen had a text from Clayton Heller to ask if he could pay at the VFD Raffle Saturday.  He moved to allow this; Gary seconded. Patrice gave Alden the list of people who have paid.

           County Township Officers’ Meeting:   Glen, Patrice and Paul attended.  Paul wrote a long report for the board. It was an excellent meeting with many speakers.  Over 54 local politicians, candidates and township officers were in attendance Saturday, October 27, 2018 at the Pine County Township Officers’ Association Meeting at the American Legion in Hinckley. There were many speakers, including State Senator Tony Lourey, State Representative Candidate Tim Burkhardt, State Representative Jason Rarick, Pine County Commissioner Steve Hallan, Pine County Commissioner Matt Ludwig, Pine County Attorney Reese Frederickson, Pine County Sheriff Jeff Nelson, and Pine County Land Services Director Kelly Schroeder. Also Karen Amundson, Community Development Planner from East Central Regional Development Commission (ECRDC), DNR Officers Dusty Speldarch and Leah Campa, and Rick Nolan’s field representative, Rick Olseen, MAT District 10 Director Jim Fisher and new MAT Executive Director David Hann.

          Midterm Elections:  Wilma had an incredible turnout last night; 42 voters out of a total registration of 50-some voters.                                                 

            NEW BUSINESS: DSL Internet Coming:  Centurylink has confirmed that they are soon going to ditch fiber-optic cable for DSL internet into Wilma Township.

          MAT Educational Conference and Meeting:  November 15 – 17 at the DECC in Duluth.  Glen and Paul are attending, and Toni may also attend.  We get $200 scholarships each from the County Township Officers. Theme: Powering Our Future. Workshops on utilities in township rights-of-way; record keeping; payroll account coding; Couri-Ruppe legal advice. Round tables with MN Board of Firefighters, the DNR, road maintenance and culverts. 

          Culvert Workshop:  Tomorrow, November 8, 3 – 5 pm, Pine Co. History Museum, Askov. Free. Effects of culverts on fisheries; hydrology and culverts; design and installation of culverts. Alden said if he can get off work, he will go up there.

          Annual County Fire Chiefs’ Meeting:    Mike asked if they could use the hall for the  Chiefs’ Meeting Wednesday, November 15.  Glen moved; Gary seconded. Passed.

           Treasurer’s Report and Claims:  Patrice gave the Treasurer’s Report (attached to record); Total bills for November, $10,836.58, requiring a transfer of $10,800. Gary moved to approve the Treasurer’s Report and to transfer the funds. Mike seconded.

          The meeting was closed for a personnel issue. After this Gary moved to adjourn; Mike seconded.  Meeting adjourned 9:15 p.m.
