WILMA TOWNSHIP BOARD OF SUPERVISORS’ MEETING MARCH 4, 2015

          Chairman Glen Williamson called the meeting to order at 7:30 p.m. at the Town Hall in Duxbury. Also present Supervisors Gary Vink and Mike McCullen, Treasurer Patrice Winfield, Road Manager Mark Pallow, Clerk Paul Raymond, and Mark and Lisa Sisterman.

Paul read the record of the February Board meeting; Gary moved to approve; Mike seconded.

          OLD BUSINESS:  TOWN OF WILMA SUBSURFACE SEWAGE TREATMENT SYSTEMS ORDINANCE

HEARING:  Glen opened the floor for discussion on the ordinance before the Board takes action.  He said the ordinance had been posted on our website, wilmatownship.com for several months. We are essentially copying the Pine County Ordinance which went into effect one year ago.  By law, we cannot be weaker than the county.  The county retains control of systems within shoreland areas like the Sistermans’ (300′ from rivers/creeks and l,000 ft. from lakes).

Mike said one difference in the new ordinance is inspection is required whenever properties are sold.  Mike moved that Wilma Township adopt the Subsurface Sewage Treatment Systems Ordinance, effective April 1, 2015, and that Paul forward a copy of our ordinance and the SST Checklist to the Minnesota Pollution Control Agency and record it with the County Recorder.  Gary seconded; passed.

Pine County 2014 Routine Bridge Inspection Report:  The only township bridge in Wilma Township is the culvert-bridge on Heller Drive.  R.O.W. Manager Todd Lindstrom filed an inspection report of their inspection of the culvert-bridge and the board studied it.  No action was requested.

Town Park  Auditor Cathy Clemmer gave us an update from the county on progress on legislation to allow Wilma to get conditional use title to the north 20 acres of our Park in Section 8.  Because the Tamarack River runs through the north 20 acres, the County Board of Commissioners has brought this before the Minnesota State Legislature, who will have to approve a conveyance of the north 20 acres of our park to the township under conditional use.  We own the lower half free and clear now.

NEW BUSINESS:  East Central Minnesota Disaster Debris Management Course:  East Central Solid Waste Commission is sponsoring free two-day course on planning, response and recovery from a major debris generating event.  Cambridge, MN, at American Janes’ Grill and Bar Event Center, March 11 and 12, 8 am to 4 pm.  The Board discussed sending a township official; Glen said he feels that we should be represented in case of a major debris event in Wilma Township, like the two severe windstorms and the tornado which caused significant debris.  Paul said when the blowdown happened, people contacted the Fire Department, not the township.  The town didn’t dispatch any trucks or workers, but the Fire Dept. did;  he said that if anyone should attend, it is the fire dept. Mike said he was concerned about the taxpayers’ money; it would be a two-day all-day conference, plus mileage both days.  No motion to attend.  Gary said we should contact them to see if they give out any handouts or materials that we can get.

Township Short Course:  Black Bear Casino, Carlton, Friday, April 3, 2015.  Paul, Glen, Patrice and Gary will go.  Paul said he’d drive, if four people can fit in a two-door.  He’s never had a big enough car to drive the car-pool.  He will pick up Glen at 7 a.m. and Patrice and Gary.

MN Association of Townships County Officers’ Meeting:  Saturday, March 28, 2015, at American Legion in Hinckley, 9 a.m.   The County Officers Association is going to subsidize township officers who wish to attend the MATAT State Conference in November, by $300 per officer.  They have agreed to help Glen and Paul who have already registered.  Mike moved that we send Glen and Paul to the State MAT Convention next November, with help from the subsidy from the County Township Association.  Glen asked for clarification on whether Deputy Clerk Toni Williamson can attend the county officers’ meeting as a paid delegate.  Mike moved that she be authorized; Gary seconded.  Glen abstained.

Board of Appeal and Equalization:   Will be on Monday, April 6, 2015, 1 p.m., Wilma Town Hall. County Assessor Kelly Schroeder and Wilma Assessor Bob Brewster will attend.

Board of Reorganization:  Gary moved that the Board hold the Board of Reorganization as part of our April 1 Board Meeting. The board will swear in new officers; set wages and salaries for 2015; choose posting and publishing locations and bank of deposit.  Mike seconded; passed.

Annual Town Meeting, Election and Board of Canvass:  This will be next Tuesday, March 10, with the election from 5 to 8 p.m. at the Town Hall for Treasurer and Supervisor.  Patrice and Mike have filed; Patrice said this will be her last term as Treasurer.  Barb Smith and Toni Williamson and Paul Raymond will judge.  We will need at least two Supervisors to attend the Annual Meeting to hold the Board of Canvass of the votes after the election.

Treasurer’s Report and Claims:  Patrice gave the Treasurer’s Report (attached) and also presented a list of claims and payroll for March.  The claims totaled $871.70. Gary moved that we pay all the bills, approve the Treasure’s Report, and to transfer $900 from savings into checking.  Mike seconded.  Gary moved to adjourn the meeting; Mike seconded. Meeting adjourned at 9 p.m.
