Wilma Township Board of Supervisors Meeting February 2, 2022

Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present: Supervisors Gary Vink and Mike McCullen, Treasurer Patrice Winfield, Clerk Paul Raymond, Stan and Tracy Riley, and Stefanie Williamson. January Meeting Record: Paul read the record of the January board meeting. Mike moved to approve; Gary seconded.

ROAD REPORT: Alden Shute was unable to attend the meeting; no road report.

NEW BUSINESS: Garbage Board Meetings: The Joint Powers Board wants to meet in the Wilma Town Hall until they can meet again at the Duxbury Store. Next meeting: March 29. Mike moved to permit them to meet without any fees, but said if this goes on for many months we may need to charge fees for heating and opening the hall. Paul said by March it may be warm enough for them to meet at the store.

Garbage Board Proposed Fees: Last year, the Joint Powers Board approved an increase to $80 per year, but only for improved parcels (which is any property with a house or cabin.) If someone has more than one improved parcel they will be charged only for one. The increase is primarily due to greatly increased costs.

Board of Review and Equalization: Will be Monday, April 11, 2022, 1 p.m. at the Hall. Lorri Houtsma and Bob Brewster will be there. Will be posted. Only Glen is certified on our Board and his will expire in July, so if we have our own Boards of Review at least one Supervisor has to be trained.

Township Assessor: Bob Brewster is retiring. The county will do it for $8 per parcel, replacing both county’s and Bob’s assessments. Lorri said fees will be reduced annually down to zero eventually. Paul contacted two other township assessors to see if they are interested, and neither one responded. Mike moved to have the county do our assessing; Gary seconded; Glen and Paul signed the contract.

MAT Clerks and Treasurer’s Training: In-person from February 3 to February 9, but the closest venue is Grand Rapids; $45 tuition. 9 am to 2 pm. All sessions will be available on the internet after the live sessions and the cost is $25. Mostly for new Clerks and Treasurers. Paul encourages Stefanie to take the online training, and maybe he and Patrice will also.

Elections: Wilma Town Hall is the designated polling place for 2022. Polls open 5 pm to 8, then Board of Canvass and then 2022 Annual Wilma Township Town Meeting. Glen and Paul are up for re-election and both filed affidavits and paid their $2. Patrice will be head judge. Kim Felton and Tracy Riley were both trained and certified online. All judges will need to take the election judge training later this year for the primaries and 2022 election.

Board of Audit for 2021 Books: We will hold it before the March 2 board meeting, a week before the Board of Audit. Paul and Patrice need to meet to coordinate and cross-check books before the audit.

Pine County Township Officers’ Meeting: Will be Saturday, March 26, 9 am at the Community Center, Hinckley. Planning meeting for PCTOA board will be February 16 at 7 p.m. At Tobies.

APRA Funds: Mike asked if the town could make a donation from the nearly $7,000 we are receiving in ARPA funds to the Duxbury Volunteer Fire Department to make up for lost revenue from the fund-raisers. Paul said the board had intended to put some of the ARPA money into our broadband budget for WIFI at the town hall, but the town is allowed to make a donation to the fire department. .

Treasurer’s Report and Claims: Patrice gave treasurers’ report: Total bills for December, $3,458.59. Total to transfer, $3,500. Mike moved to approve her report and to transfer the funds. Gary seconded. Mike moved to adjourn the meeting; Gary seconded. Meeting adjourned at 8:45.
