WILMA TOWNSHIP BOARD OF AUDIT & SUPERVISORS’ MEETING, WED. FEBRUARY 6, 2019

Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond and Grader Operator Alden Shute.

Board of Audit for 2018 Books: Paul and Patrice had coordinated and cross-checked their books. The Board reviewed and signed the Schedule 1 and Cost Control Summaries for 2018. Gary moved to approve their books; Mike seconded. Proposed levies for 2020 taxes and wages for 2019 presented to propose to the voters at the Annual Town Meeting. No increases or changes were proposed by the board.

CLERK’S REPORT: Paul read the record of the January Board Meeting. Gary moved to approve; Mike seconded.

ROAD REPORT: Alden has been proactively plowing Tamarack Pine Drive since the school bus has had problems getting up that road to the Pallows. He replaced the cutting edge and after the ice broke he re-graded all township roads. He will do Tamarack Pine Drive before the new snowfall is finished, and then will do all the roads when it stops. Alden did get the new chains but is going to wait to put them on and has been repairing the old ones.

Proposed Road Projects: Paul printed up Alden’s proposed future road projects; Alden said these are not all for 2019 but some are for future years. Mike asked if he could put an estimated cost on the different projects, for culverts and gravel; he said yes.

OLD BUSINESS: District 11 Senate Election: Wilma had a big turnout; 26 voters, evenly split 12-12 between Stu Lourey and Jason Rarick, who won the district. Two votes for the pot candidate. Paul will need three judges for the election to fill Jason’s seat, and possible primary.

NEW BUSINESS: DSL Internet Coming: Centurylink has ditched fiber-optic cable for DSL internet, including past the hall. Discussion on switching from Viasat/Exede to Centurylink. We do not have a phone line, so we would need a line. Glen said we would be paying only $45/month instead of $118 and so our internet fund would last over twice as long. We would pay for the modem and installation, but after that it would be a great savings. Mike had some questions; Glen moved to have Wilma change Viasat with Centurylink for internet; Mike seconded, all aye. Paul will set up the appointment; our address is 61207 Duxbury Road.

Zoning and Permit Questions: Tanner and Christina Ponting at pontingtanner@gmail.comwrote Glen: “I am looking at a 10 acres, parcel number 3201250000. It is right off of Duxbury road. If I purchased this property could I build on it? Over half is wetland. Does your township allow sheds and trailer campers to be on properties? Do I go through township to build drive way, culvert size? We love the area and would like to be apart of it.” Paul wrote her: “Wilma Township has no building permits or zoning restrictions on building within our township.  State and country shoreland ordinances apply, if you’re building on a river or lake, but I know of no wetland restrictions, except difficulty.  We do not offer assistance for private drives or private culverts, but you will be crossing the county right of way on the Duxbury Road, so it might be a good idea to contact the county highway department and let them know of your plans.” Glen spoke with her and gave her the distances for the Shoreland Ordinance, if she is on a creek.

Board of Review and Equalization: County Assessor Lorri L. Houtsma has scheduled it for Monday, April 8, 2019 at 1:00 p.m

MAT L & R Meetings: Two days, February 20 and 21 at the Best Western Hotel in St. Paul. Patrice will go and represent Wilma Township. She has already lobbied the legislature and knows many of the officials.

March Township Election: Glen and Patrice are up for re-election. Election and annual meeting is March 12, 2019. Since Toni and Patrice can’t judge, Paul will need to find a third judge; Patrice said to contact Dave Baker.

Treasurer’s Report and Claims: Patrice gave the Treasurer’s Report (attached to record); Total bills for February $6091.58. She will transfer $6000.00 from savings to checking. She didn’t have the totals during the meeting so Mike moved that she move whatever funds needed to cover the claims; Gary seconded. Gary moved to approve the Treasurer’s Report and to transfer the funds. Mike seconded.

Gary moved to adjourn; Mike seconded. Meeting adjourned 9:00 p.m.
