WILMA TOWNSHIP BOARD OF SUPERVISORS’ ROAD INSPECTION, MAY 18, 2020

WILMA TOWNSHIP BOARD OF SUPERVISORS’ ROAD INSPECTION, MAY 18, 2020

Chairman Glen Williamson called the meeting to order at the Duxbury Store at 10:00 a.m. Also present were Supervisors Gary Vink, Road Manager Alden Shute, Clerk Paul Raymond, and for portions of the inspection, Danforth Supervisor Jason Palme.

CROOKED LAKE ROAD: Jason Palme, Danforth Supervisor, joined us for Crooked Lake and Eagle Head Roads. Three loads Class 5 at the beginning of the road, 1/8 mile in.

EAGLE HEAD ROAD: Blading and routine maintenance.

DOLLAR LAKE ROAD: Blading and routine maintenance.

VINK ROAD: At 9/10ths mile in 2 loads class five. 1 – 2 loads at the end of the road.

MINK FARM ROAD: Routine blading, blade wet and soft spots.

MAYFIELD ROAD: Routine blading. At snowmobile trail at .4 mile put two loads and blade wet spot. Will eventually need an equalization culvert at 1 mile; the water level is higher on the south side.

LITTLE TAMARACK LAKE ROAD: Routine blading. At 3/10 mile in 2 loads gravel at the boat landing. The lake is high and close to the road. At 9/10 mile 3 loads at the wet spot near 47309. Alden says to keep an eye on the road for further erosion due to high water level; it’s holding up so far.

SHORT ROAD: (no gravel) Blade to dig up the grass. Routine blading.

LOST RIVER ROAD: Big project for 2020: Road is dry and in good shape one day after yesterday’s rain but Alden says there is no gravel to work with and he wants to put down 26 loads of gravel on the full length of Lost River Road this summer. Routine blading. Ditches are draining well; no water on road.

RIVER CABIN ROAD: Routine blading. Last year’s big project put 30 – 35 loads of class 5 gravel over entire road. Need to widen the shoulders of the road at 6/10 mile in where the road has a bad frost boil and put 2 loads of rock and 2 loads of gravel.

MONA DRIVE: Another major project: 14 loads of gravel up to 65380. Good after that. Routine blading.

KENNY PETERSON ROAD: Routine blading.

SOUTH DUNCAN ROAD: Routine blading and leveling. Five loads of pit-run at the end, per Mike and Gary who inspected the road on Friday. A fallen tree blocked the road today and Alden will get a chain saw and cut it up.

FUST LANE: Routine blading.

LANGSTROM LANE: Routine blading.

PETE ANDERSON ROAD: Carlson Timber did a lot of work on the road last year, ditching the first part and putting a lot of gravel down. The culvert at ½ mile needs to be replaced with 18” x 30′ culvert, plus a load of gravel. One mile in needs 2 loads gravel at the wet spot; Alden said he’d try to grade it out first. Glen said we should ditch a quarter or so mile of the east side of the road at the 1.5 mile point where there are very wet spots. Alden said we could hire Summerland or another excavator to do the ditching like Carlson’s did last year on the first part of the road.

SCHMEDEKE LANE: Routine blading.

NORTH DUNCAN ROAD: Routine blading. We do not routinely blade after the 1.5 mile point, but our road continues another ¾ mile.

MC CULLEN DRIVE: Routine blading.

HELLER DRIVE: Regular blading. At 1/10 mile need two loads class 5. Two wet spots at 3/10 and 4/10 mile, need four loads pit run at each spot, 8 total.

TAMARACK PINE DRIVE: Regular blading.

Glen moved to adjourn; Gary seconded; Meeting adjourned at 2:30 p.m. Total 4.5 hours.

WILMA TOWNSHIP BOARD OF SUPERVISORS’ ROAD INSPECTION, MAY 20, 2019

WILMA TOWNSHIP BOARD OF SUPERVISORS’ ROAD INSPECTION, MAY 20, 2019

Chairman Glen Williamson called the meeting to order at the Duxbury Store at 12:10 p.m. Also present were Supervisors Gary Vink and Mike McCullen, Road Manager Alden Shute, Clerk Paul Raymond, and for portions of the inspection, Danforth Supervisor Jason Palme.

CROOKED LAKE ROAD: Jason Palme, Danforth Supervisor, joined us for Crooked Lake and Eagle Head Roads. This road got a lot of work and attention last year after Danforth agreed to let us spend up to $20,000 ($10,000 each) on the Range Line Road. One/tenth mile in is a soft spot that needs 1 load gravel. Landing Culvert: ½ mile in; This culvert freezes in the winter and water goes over the culvert and road and culvert may need to be eventually replaced with a larger culvert, but not this year. Last year we used black matting fabric and then pit run and then class 5 to keep culverts from sinking and to raise the low spots, and also experimented with red-rock crushed gravel. It held up very well and the board wants to use more of it, depending on the extra cost. The new culvert 1.1 mile down at the bottom of the hill (20” x 30′ culvert and pit run to cover culvert) is holding up very well. At the very end of the road, 1.9 miles down, the east side needs to be ditched for drainage down the hill.

EAGLE HEAD ROAD: There was an abandoned car without plates parked in front of Gary’s cabin. Routine blading. 3/10’s of a mile in there is water over the road. Board said maybe future culvert, not this year. 4/10 of mile in the new culvert is flowing well.

DOLLAR LAKE ROAD: The board last year voted to experiment with red crushed rock 1/10 mile into the road, and it held up very well. Alden hired Lee Hessenias to do it. Glen said we need this in the town hall parking lot. Ronnie Roberts also does red rock. At 2/10 mile need 3 – 4 loads of red rock at the soft section. The Seeleys are living on the lake full time.

VINK ROAD: 8/10 Mile up Alden said there are 2 or 3 big rocks he wants to dig out of the road and then cover with gravel. He won’t do it if they don’t rock with the blade. Routine blading and blade side gravel back on to the road.

MINK FARM ROAD: Routine blading. Ditch the side 2/10 mile up.

MAYFIELD ROAD: Routine blading. This road is 1.5 miles long. At 3/10 mile in we need 3 loads gravel. At curve/corner 3 loads gravel, and 4 – 6 loads 1/10 mile more. At .5 mile 1 -2 loads at wet spot. At 9/10 mile water is over the road even with the culvert. At 1 mile need 2 loads of gravel. At the second culvert at the end of the road we need 2 loads of pit run gravel. We will include this road in our grant application with the State for recreational state forest access improvements, and if we do get a big grant we will build the entire road up 8” more, as well as Little Tamarack Lake Road.

LITTLE TAMARACK LAKE ROAD: Routine blading. One load class five at the the boat landing and the entrance to the landing.

SHORT ROAD: (no gravel) Blade to dig up the grass. Routine blading.

LOST RIVER ROAD: Road is dry and in good shape one day after 3” of rain. Routine blading. Ditches are draining well; no water on road.

RIVER CABIN ROAD: Routine blading. The board agreed to Alden’s proposal to put Class 5 gravel over entire road, approximately 30-35 loads, @ $200 per load, total cost $7,000 – $8,000. The end of the road is in good shape, and the cu-de-sac so won’t need gravel.

MONA DRIVE: Got some gravel last year. Routine blading.

KENNY PETERSON ROAD: Routine blading.

SOUTH DUNCAN ROAD: Four/tenths mile in need a small, 10” or 12”culvert at the low spot. Routine blading and leveling.

FUST LANE: Routine blading.

LANGSTROM LANE: This is Wilma’s year for the Range Line Roads. One load gravel at the beginning of the road.

PETE ANDERSON ROAD: 2019 is Wilma’s year and the road is in bad shape. Pete Anderson was built in a swamp with a corduroy base, and sticks from the corduroy are poking up through the road from start of road. Alden and Mike said if we don’t put down mat/fabric on top of the existing road and then pit-run and gravel to build up the road, it will continue to degrade. Propose to put fabric and gravel the first 1,300 feet of the road. When Alden gets an estimate of the costs we can contact Arna for their approval. We ditched the beginning last year, so it drains well and there was no water over the road after the 3” rainfall. At 1 1/2 mile needs 8” pit run. At Squib Creek the rock and rip-rap Arna put down at the big culvert is holding up. Routine blading otherwise. Leaning tree needs to be cut down.

SCHMEDEKE LANE AND EXTENSION: Extension complete. Need some pit run to top off the extension.

NORTH DUNCAN ROAD: Routine blading. Is the culvert plugged 2/10 mile in? At one half mile in need a 12” culvert to drain the water on both sides of the road. Need 2 – 3 loads of pit run at 6/10 mile up. At 1.3 mile culvert needs to be ditched on the west side. This culvert needs to be replaced this year with a 30′ 24” wide culvert and will need 1 – 2 loads of pit run to cover the culvert.

MC CULLEN DRIVE: Last year we put in new 10” x 30′ culvert to replace the damaged plastic culvert in first part of road. Routine blading. After Quady’s we put 3-4 loads of red rock from Roberts a year ago and it held up. There is a washout in the driveway culvert of Scott Quady and Alden said he’d dig it out with a shovel.

HELLER DRIVE: Regular blading.

TAMARACK PINE DRIVE: Regular blading.

TOWN HALL PARKING LOT: The Board voted to have Alden contact contractors and see how much dirt/mud we need to remove and if we can scrape off our crushed rock and then put down red rock on top of the entire parking lot and driveway. He will also ditch the driveway on the west so it drains better. He may need to move the V-plow. We could sell it since we can’t use it with our grader.

Glen moved to adjourn; Mike seconded; Meeting adjourned at 5 p.m.
