WILMA TOWNSHIP MARCH 6, 2013, BOARD OF SUPERVISORS’ MEETING

          Chairman Glen Williamson called the meeting to order at 7:30 with the Pledge of Allegiance.  Also present were Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, Road Manager Mark Pallow, and Eldon and Dennis Schmedeke and Bill Savanage.

Paul read the record of the February meeting.  Patrice corrected one of the claims, for Deep Rock, as she had and paid bills from Deep Rock Bruno and Deep Rock Askov, but it was for the same delivery.  They tore up the check for $907.35.  February claims were actually $3,104.48.  Mike wanted to commend Deep Rock for their honesty, and moved to approve the amended record.  Gary seconded.

OLD BUSINESS:  Town Hall Addition:   Rod Wilson from Dairyland General Contracting presented plans and blueprints for an insulated, heated addition to our town hall, with kitchen, bathroom and plumbing.  He said our present foundation is unstable and needs new footings, for an estimated cost of $15,800.  The estimate for the 16 x 50 addition is $86,970, not including appliances or painting.  He gave an estimated time frame of 20 work days to complete the addition, not including the foundation repair. The board discussed options, including building a completely new hall.  Rod thought this could be done for about $130,000.  Glen asked Rod to come to our annual town meeting next Tuesday, and present both options.

Wilma Weight Limit Ordinance:  We had asked Scott Quady for input on improving the ordinance so that it would not affect the garbage truck or school busses, or private trucks.  He suggested that we adopt an axle limit of 7 tons, which would still cover lumber hauling rigs.  Mike asked Paul to check the wording on the sign on Co. Road 22, which bans axle weights over 5 tons.  The board will revise the ordinance and we can order signs at the next meeting.

Schmedeke Lane Extension:  Glen spoke with Commissioner Steve Chaffee who said the county would lower the hill and add class 5 gravel to the road if Wilma would give assurances that we would adopt the road extension.  Eldon said he has had many fights and discussions with the Commissioners over this road, demanding that it be made to the full width and standards of any township road.  He even offered them $10,000 to purchase the road, but was refused.  Eldon suggested that the board wait until the road inspection and the spring thaw to check the road and they will see how mucky it gets.  He said the county should straighten the road before we accept it.  Eldon said the County also didn’t build the extension as long as they had originally proposed.  The board appointed Eldon to chair a committee to draw up clear requirements and minimum standards and specs for the Schmedeke Lane extension that the county must meet before Wilma Township will take over the road, so that the town is not burdened with any costs of building or correcting the road. We will write Steve Chaffee and tell him that we have a committee studying their proposal and determining our requirements.

NEW BUSINESS:           Claims:  Glen questioned a claim for several hours of labor at the major mechanic rate of $30/ hour to repair the garage door.  He said we need some kind of control over what kinds of repairs are done without board knowledge or authorization, and that building repairs should be billed at the labor rate.  Gary said this was an emergency situation where the door would not close and we were losing heat, and that it still doesn’t close tight, and we would have paid more if we had hired a contractor.  Gary also said the fire hall repair contractors kept the fire hall open 7 – 8 hours on some very cold days, and turned on the heat in the town hall without turning it off.  Glen also said Gary shouldn’t usurp the duties and authority of the road manager, but they should work together.  Patrice questioned why our electric bill would jump so much in one month.

Pine Co. Highway Dept. Bridge Report:  The County inspected the culvert bridge on Heller Drive and included photographs and findings, but they did not ask us for any actions

Road Report:  Mark has plowed township roads three times this season, and gave Paul the details for the Range Line Roads to bill Danforth and New Dosey.  He also plowed Pete Anderson and Langstrom Roads, but we alternate routine maintenance with Arna Township every year but do not bill each other.  Mark will present a road report at the annual meeting Tues.

Annual Meeting Agenda:  The Board reviewed and discussed the prepared agenda for the annual meeting and the proposed budget and levies for 2014.  There are no increases planned, but Patrice asked that the treasurer’s meeting pay be equal to the clerk’s, as they both have to work hard during meetings.  Glen moved to increase the meeting rate for the treasurer to $80 per meeting.  Gary seconded.

Pat Story Mailbox Request:    The new postmaster drove out Lost River Road to check it for mail delivery before we had plowed it, and she said the road was rutted and too narrow for safe mail delivery.  She also is hesitant to extend the route to the end of Lost River Road for just one resident.  She did authorize Pat to post a mailbox directly across from Lost River Road instead of down the road like Postmaster Leif had required.  Paul will talk with her and assure her that we do maintain and plow Lost River Road.

North Pine Hospital District:  At the County Township Officers Executive Board meeting last week, it was noted that Wilma, New Dosey and Arna do not participate and are not members of the district, although we are served by and rely on the hospital.  Mike said the people voted when the district was founded not to participate, and he doesn’t think we should now.  He said we support the hospital through his and Shawn’s first responder duties, and by our hospital bills.  The average Wilma taxpayer would pay $30 per year if we joined.  We will present this to the voters at the annual meeting as this is a levy.  Cathy Clemmer gave us info on the ordinances involved and the taxes participating townships pay.

Spring Short Course:  The course at Black Bear Casino in Carlton is Friday, April 5.  We can discuss it at the April meeting for car pooling.

County Township Officers’ Spring Meeting:  Saturday, March 30, at American Legion Hall in Hinckley starting at 9 a.m.  Glen is Clerk/Treasurer of the Association and will take good notes.

Board of Equalization and Appeal:  This will be Wednesday, April 24, at 1 p.m. at the hall.

Board of Reorganization:  Will be done at the next monthly meeting, April 3.

Treasurer’s Report and Bills:  Patrice gave the board copies of the 2012 Financial Statement that will be given to the voters next Tuesday.  She gave the treasurer’s report (attached) and claims were presented:

WILMA TOWNSHIP BOARD OF AUDIT AND SUPERVISORS’ MEETING, FEBRUARY 6, 2013

       Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.  Also present were Supervisors Mike McCullen and Gary Vink, Treasurer Patrice Winfield, Clerk Paul Raymond, and Road Manager Mark Pallow.

BOARD OF AUDIT:  The Supervisors inspected and compared the books of the Clerk and Treasurer and signed Schedule 1, the Statement of Receipts, Disbursements and Balances for fiscal year 2012.  They also compared Schedule 2’s, the Cash Control Statement for 2012, and the Investment Reports.  All checked out.

OLD BUSINESS:  Road Signs:  We had not ordered the signs yet for the weight limit ordinance because there had been no vote on a dead end sign for Lost River Road.  Mike said he had a call from Scott Quady who had seen the ordinance online.  Scott said this could prohibit his trucks, the garbage truck, and school busses.  Most road limit signs refer to number of axels, not arbitrary weight limits.   Mike moved that we not order the signs until Paul can talk to Scott Quady and have him give his input into a better worded ordinance and signs.  Mike also moved to buy a dead-end sign for Lost River Road and if the county will install it with the others for no added charge, to have them install it.  Otherwise we will.  Gary seconded.  Passed.

Old TV and Dumped TV:  Gary said someone dumped an old TV on one of our picnic tables.  Patrice said that Phase will accept old TV’s if you call them ahead.  Paul and Glen can bring both our TV’s in when they go into town to deliver Barb Smith’s kiln to the OldSchoolArtsCenter for classes.

FEMA Hazard Mitigation Project Payment:  FEMA gave us an extension to complete the work on the Mayfield Rd. Hazard Mitigation Project.  The total proposed cost for that project was $626.  We already purchased the gravel, $266, so the balance for the rip-rap and work on the road is $360.  Mark said he will do the work in the spring.  We have until June 30 to complete it.  FEMA still owes us $900 total, which they’ll pay us after the work is done.

Fire Hall Repair and Town Hall Addition:  Rod Wilson will finish the weather-stripping and replace the east man door on the fire hall before our next meeting in March.  Ron Proffit will have a completed proposal for the town hall addition by then also, with plans, blueprints and the estimated cost.  He said the existing foundation will need some repair before the addition can be built on.

NEW BUSINESS;  Seven County Senior Federation:  They want to renew their contract with us for services for another year.  Last year we paid them $100.  Mike said this was decided at the annual meeting, and we should bring it up at the March annual meeting to see what the voters want to do.

Township Officers Life Insurance Policy:  Mike moved to renew the policy for $2,000 coverage for officers and deputies for next year.   Glen seconded.  Passed. The total cost for everyone is $391.32.

Township Officer Dental Premiums:  Patrice said the premiums are due, and she needs payment from participating officers.

March Election and Annual Meeting:  The regular March board meeting is March 6.  The election for Supervisor and Treasurer is on the 12th.  Paul so far has two judges, and needs a third.  Gary said he would serve.  Paul will train Gary.  Voting is from 5 to 8 p.m., followed by the Board of Canvass, followed by the Annual Town Meeting.  The board can decide what levies to propose to the voters at the March meeting.  The unknown is how much the estimate will be for the Town Hall Addition, and we may need to get a Certificate of Indebtedness, and the voters would need to approve a levy to pay it off.

          Chairman Glen Williamson called the meeting to order at 7:30 p.m. with the Pledge of Allegiance.  Also present were Supervisor Gary Vink, Treasurer Patrice Winfield, and Clerk Paul Raymond.

Paul read the record of December’s meeting; Gary moved to approve; Glen seconded.

Cigarette License:  Glen moved to approve a 2013 permit for the Duxbury Store to sell cigarettes and tobacco.  Gary seconded.  Fee paid to Patrice.

OLD BUSINESS:   FEMA Hazard Mitigation Payment:  FEMA is withholding the last $900 of the funds owned to Wilma because Paul could not document that the proposed hazard mitigation rip-rap and reinforcement project on Mayfield Road was ever done.  Gary said he drove the road to check, and nothing was done.  Mark also said we did not do the work.  We will write and ask them to refund the monies owed minus the $626.20 for the Mayfield Road job.

Wilma Road Ordinance Signs on County Roads:  We wrote to Mark LeBrun to inform him of our intent to place weight limit signs on the 6 county roads that enter our township reading:  ROAD RESTRICTION.  PERMIT REQUIRED OVER 10 TONS ON WILMA TOWNSHIP ROADS. WILMA TOWNSHIP ORDINANCE.

Todd Lindstrom from Public Works said the county must be the entity to place any signs in county rights-of-way, and the charge for 6 or 7 signs will be about $430 for travel and installation.  They would be willing to make and install the signs, but their charge is $225 per sign, installed, $1,350 for six signs.  If we get the signs for about $100 each and pay the county $430 to install them, it will come to about $1,200.  (Paul didn’t ask the county if they would make up a private ordinance sign, only about a dead-end sign for Lost River Road).

Gary moved that we order 6 regulatory signs, 30” x 24,” with breakaway posts and hardware, to be delivered to the Duxbury Store so we can store them in the hall until spring.  Glen seconded.  No decision on Lost River Road dead-end sign.

Fire Hall Repairs:  Rod Wilson jacked up the west and central walls of the fire hall and anchored the west wall to a leveled base of treated 6 x 6 lumber.  He did not have to cut any of the siding.  He replaced the center wall foundation with cement blocks.  They have a man-door for the east wall, but it and the weather-stripping have not been installed, and we received no bill for any work yet.  There is a lot of equipment and stuff on the floor in the west hall; the workers put it back against the wall.  Gary said most of that is fire department stuff.

NEW BUSINESS:  March Election:  Glen and Patrice both filed affidavits of their intent to run for re-election as Supervisor and Treasurer at the March 12 election.   Judges:  By law, neither Patrice nor Toni Williamson can serve as judges (spouses of candidates are ineligible).  Patrice said her sister Jenn could serve, but has not been trained.  The clerk can train people in an emergency.  Maynard Workman served for us in 2010, and he may be available again.  Hours are 5 to 8 p.m., followed by the Annual Meeting.  Gary moved to appoint Paul, Barb Smith, and Maynard Workman as judges for the election; Glen seconded.

Board of Audit:  Patrice has already closed out her books for 2012, so she could enter 2013 payroll.  The Board of Audit will be part of the February 6 meeting at 7:30, but will need to be posted as a special meeting.

MN Township Association Dues:  We pay the dues to the County Township Association, $335.15/year.  Gary moved to pay it.  Glen seconded.

Road Report:  Gary drove out the Mayfield Road.  The DNR has marked it for a lumber sale from the S-curve to the snowmobile trail.

The plow did not go out for the small snows we’ve had so far.  Glen got one irate call from a citizen who felt he should have been plowed.  Gary also checked North Duncan Road; the DNR was brushing the snowmobile trail.  Gary wanted to make sure they didn’t attempt to grade the road or do any damage.  Pete Anderson/Langstrom Roads:  2013 is our maintenance year.  Paul will write to Cheryl Wickham and let her know.

2013 Mileage Rate:  The new federal mileage rate is .565 per mile. The Board has already voted to follow the federal rate, up or down.  Patrice told Paul to be sure to change the Social Security Payroll Tax rates in his CTAS after closing out 2012.  The payroll tax deduction ended, and it is going back to the old rate.
