WILMA TOWNSHIP BOARD OF SUPERVISORS MEETING, 1/7/09

Chairman Gary Vink called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present were Supervisors Michael McCullen and Glenford Williamson, Treasurer Patrice Winfield, Clerk Paul Raymond, and Toni Williamson.

Paul read the record of the December, 2008, meeting. Glen moved to approve; Mike seconded.

OLD BUSINESS: Snowplowing Private Drives: The Township Attorney said that a township can restrict snowplowing of private drives to year-round residents if there is a compelling reason. Mike said the compelling reason the township has for this policy is the necessity to plow out residents first for school, jobs, and emergency vehicles, and it would be cost prohibitive to then backtrack and plow out cabin owners. Paul said Bob Jensen believes that he sent the Board a copy of the Minnesota Attorney General’s letter that said township services cannot be restricted to year-around residents. The Board said they had never seen this and Paul said he cannot find it in his files and does not remember seeing it. Glen said that we should ask Bob to send us this letter, especially if he wants to be plowed next season. Otherwise we will enforce the policy consistently.

Crooked Lake Road Culverts: Gary inspected the culverts on Crooked Lake Road and didn’t see any evidence that they had been blown out or cleaned. The culvert by Jason’s that has caused so many problems looks like it is still plugged. Gary said he doesn’t believe Dennis Slomka would say he cleaned them if he didn’t, but he would still like to see an itemized claim from Danforth Township on exactly what culverts were cleaned and when.

Terry Ann Derschel: We still have not received the $25 balance for her snowplowing. Paul said he would like to talk with her and advise her to attend the Joint Disposal District meeting to appeal the charge for illegal dumping, especially if it were done by someone no longer living with her. If she were to apologize and explain the situation, they may reduce the charge. This may be why she hasn’t paid the snowplowing. Paul said he doesn’t want to assess her for these on her taxes if it can be avoided. The Disposal Board meets at the Duxbury Store the last Tuesday of January.

Arna Joint Rangeline Road Proposed Work: Gary talked with Melvin Elliot before Christmas and he said the trees that need trimming are on Langstrom Road. He wanted Gary to go with him after the holidays to check it out, but no word yet. Gary said that 2009 is Wilma’s maintenance year for these roads and that this will wait until the joint road inspection this spring. Gary said that at the road maintenance school he and Mark Pallow attended they said the most important things in road maintenance are crown and drainage.

NEW BUSINESS: Grader: Gary said he got a load of fuel for the grader and put on a new cutting edge.

Snowplowing Billing: New Dosey: Snowplowing Heller Drive on December 15, 21, 24, 31 2008 and January 5, 20009; 5 plows, total 1.5 hours ($225), New Dosey’s half $112.50.
Arna: Pete Anderson and Langstrom Roads, same dates, 200 minutes (3 hours 20 minutes), $500 total; Arna’s half $250.
Escrow Accounts: Lost River Road: Same dates, 1 hour 15 minutes, $187.50. Mona Drive: Same dates, 1 hour 15 minutes, $187.50.

Steve Zanasko/McCullen Drive: Steve had a chain across McCullen Drive so the plow had to back up or drive into the woods to turn around. Steve said he removed the chain so the plow could go into his property to turn around. Gary said he’s not sure the grader will fit between the posts, and that it is easier to back up than to drive down the road.

March Township Election: Mike and Patrice are up for reelection. They both paid their fees to file affidavits of candidacy. Paul and Toni will judge and he will ask Donna Filler to also judge; voting hours are 5 to 8 p.m.

Board of Audit/Meeting Change: Glen moved that the Board of Audit, to check the Treasurer’s and Clerk’s books and propose a budget for 2010, be held Monday, February 9, 2009, at 7:30 p.m. He moved that we hold the Board of Supervisors meeting the same night, moving it from Wednesday, February 4. Mike seconded. Approved.

Treasurer’s Report and Bills: Patrice gave the Treasurer’s Report (attached). Bills for Janurary were presented:

Mike moved to approve the Treasurer’s Report, pay all the bills, and to transfer $4,360 from savings to checking. Glen seconded. Mike moved to adjourn the meeting; Glen seconded. Meeting adjourned at 8:45 p.m.
