Regular Meeting, December 3, 2008

WILMA TOWN BOARD MEETING DECEMBER 3, 2008

Chairman Gary Vink called the meeting to order at 7:30 p.m. with the Pledge of Allegiance. Also present were Supervisors Michael McCullen and Glenford Williamson, Treasurer Patrice Winfield, Clerk Paul Raymond, and Mark Pallow, Toni Williamson, and a citizen.

Paul read the record of the November meeting. Mike moved to approve; Glen seconded.

OLD BUSINESS: Danforth/Wilma Range Line Road Agreement:

Danforth’s board approved the new joint-road agreement for maintenance of Crooked Lake and Eagle Head Roads, and returned our copy, signed. They also signed and mailed the letter to Marlene Kelch from both boards, asking her to move the trailer in the right-of-way on Crooked Lake Road. They paid all outstanding invoices, including the disputed one for Crooked Lake Road, total $549. They sent us a bill for cleaning culverts and for grading, for $178.50. The board asked Paul to send a letter with our payment asking them to provide more details when they send claims, like the dates and what exactly was done, and the hours involved. Also to remind them that the agreement specifies that screens must be installed on the culverts to keep out beavers now that they are cleaned out or Wilma will not be liable for future culvert cleanings.

New Dosey Claim: So far we have not received payment for our invoice to New Dosey Township.

Subcontactor taxes: Glen said that subcontractors who do work for Wilma Township, like brush cutting, do not have taxes deducted and do not need to receive a 1099 unless they do $600 worth of work in one year for the township. They are still responsible to report their earnings to the IRS.

Town Hall Siding: Mark got a bid for new siding for the Town Hall,

$6,089 for vinyl and $8,762 for steel siding. This bid includes tearing off the existing wood siding. Paul asked Mark if they could install the new siding over the wood siding for greater insulation. Mark said no, but we could ask them to put some Styrofoam insulation over the walls under the Tyvek wrap before they put the new siding on. We don’t have enough in the building fund yet, but will receive another check in December for our second half levies which should be enough. Gary said we should fix the foundation before installing new siding. Mike asked how bad it is; would it need to be jacked up or could it be repaired without that? Mark said it could be repaired either way.

Snowplowing: Pete Jensen send a check for snowplowing, although he is not a year-around resident. Glen asked if we ever got a decision from the Township Association attorneys about snowplowing. Paul said they said we could set our own policies, but we can’t lose money on plowing private drives. Gary said the attorneys said we could avoid all hassles and controversies if we eliminated all plowing of private drives. Paul will call the attorneys again and ask for a clarification on snowplowing, and to get an answer on whether we can charge a user fee for loggers using our roads; they have still not responded to several requests.

Terry Ann Derchel still has not paid the remaining $25 for her snowplowing. Paul will write her also, and ask her to move her car when Mark comes to plow. Mark said the plow has a loud horn and he can let her know. Mike asked for the same because in the past he didn’t have any warning to move his vehicles.

2010 Census: Gary got some preliminary information on the 2010 Census, asking if we had any road or boundary changes since 2000. Gary didn’t have the material with him, but he said he will respond. They did not have some of our roads named or marked on their maps.

Lost River Road: Everything has been done to record this road as a township road with the County Recorder. All expenses related to this road will be paid by Leighton Quinn.

NEW BUSINESS: Duxbury News: Tony Williamson is now writing a twice-monthly column in the Pine County Courier with Duxbury news. Glen thanked her on behalf of the board and township for writing this and said we also have a website: duxburynews.info, that carries the column and news of our town. This is besides the official township website: wilmatownship.com. Toni said they are talking with the Askov American about carrying the column. Glen asked that anyone with news should call or email Toni at DuxburyNews@gmail.com.

Grader: Gary said he and Mark Pallow got two new tires for the grader and Glen’s Tire mounted them and put on the chains, and he and Mark installed them on the grader. Mark said the grader is now ready to go, once we get some snow. The new tires and chains make a big difference.

Bills and Treasurer’s Report: Patrice gave the treasurer’s report (attached). Patrice gave all board members the new non-tax expense claim forms. Bills were presented:

Glen moved to approve the Treasurer’s report and to pay all the bills and to transfer $4,300 from savings to checking. Mike seconded. Mike moved to adjourn the meeting; Glen seconded. Meeting adjourned at 9 p.m.
